Writing ability is one of the basic skills to modern talents, but the practicalwriting education is far away from reaching the requirement of the society. Whenthe quality-oriented education concept is striking the education all over the world,new subjects in writing teaching that how to integrate the concept ofquality-oriented education into writing teaching in the level of elementaryeducation and how to built an effectively training system on writing ability for thecultivation in pupillary writing ability. This paper proposed the construction ofwriting quality teaching system in the level of elementary education from teachingsetting and training mode. The paper is consisted four sections. In the first chapter,it reviews the teaching and books compiling in writing from the historicalperspective. The highlights of teaching methods and the way of books compilingafford lessons to writing teaching in modern times. The second chapter provides anoverview of writing teaching in modern times, and dialectically views theadvancement and achievement in this period. The theory of compositionreformation in the elementary education and the teaching thoughts were innovatedunder the background of the new curriculum reformation, and the reformation ofwriting teaching was analyzed in pertinence from curriculum setting in writingability training, the composition teaching was explored under the new curriculumhorizon in chapter three. The fourth chapter is the most important part, itdemonstrates the feasibility of teaching system construction of writing ability fromas the aspects of curriculum setting, books compiling and teaching design. It was proposed the textbooks compiling of writing teaching should based on the growingregulation of students which is helpful to them on their intelligence development inthis chapter. It also suggests that teaching students with different individualcharacter with the cross-assignment of teachers possessed various strong pointsand setting up a wide-range intelligentized teacher union.
