It has become a serious social phenomenon that rural education quality is lower than the urban education quality in our country. Teachers’exchange in Compulsory Education between city and suburb has been raised in order to mitigate the situation. As a measure to balance the distribution of teacher, which is the most important educational resource, teachers’exchange system has played a certain role in reality, but some problems have been found accompanied by its implementation and discontinuity of exchange is one of them. The continuity of teachers’exchange means the policy should be continued on time, developed on content and effective on implementation.From the angel of the continuity of teachers’exchange, this research makes a systematic introduction of the growing path of teachers’ exchange system and gives a definition to the continuity of teachers’exchange firstly. Basic on the analysis of the harmfulness of the discontinuity and the necessity of continuity, author finds out the following main causes leading to discontinuity:the imperfection of exchange system and the deviation during implementation. What’s more, author has made empirical study to prove assumption and presents some suggestions as follows to solve the problem:strengthen supervise work during implementation and feedback without delay; reformulate the policy timely; select the right exchange teacher; arrange exchange work rationally; clear exchange teachers’work content; connect previous and following exchange work well; take some measures to encourage teachers’ exchange.
