The school education in the field of international comparison research shows that the school decision and the quality of teaching on one hand depends on the school leadership ability and managerial train of thought, on the other hand more from school teacher’s overall quality and education teaching ability. With the deepening of the research on vocational education, vocational education teachers’ questions to get more and more attention. And for vocational teachers’effective training is the current important way to strengthen vocational education teachers team construction, teachers education, so as to improve the professional teachers’ professional level. From the new century, especially the vocational education curriculum reform deeply into the stage of development, Shanghai secondary vocational education teacher training programs are endless. Although secondary TVET teacher training have gained quite a lot concern, training effectiveness can’t be guaranteed, the training quality is worrying. It needs to comprehensive grasp and deep analysis. Secondary teacher training in all aspects of the existing problems to improve vocational education teacher training situation.Inspired by the development of teachers’professional wave, this paper is from the relation between training and teachers specialization to search for theoretical support. Through the empirical research, and from secondary teacher training supply and implement, training mode choice and organization, and training effectiveness evaluation and guarantee three main areas,we make relative depth and systematic research of Shanghai secondary TVET teacher training to analyze its practical problems and disadvantages, and makes the corresponding explanation. On the one hand, because of lack of scientific planning and systematic research, the entire vocational education teacher training process is inefficiency and disorder; on the other hand, only the participants can grasp the problem, so ignoring teachers’perspective always result in more negative absorption of the training, and trained teachers cannot really participate in the raining.At the same time, based on the thought of lifelong learning, this paper also discusses the problem with the training of the secondary teacher training effectiveness, the problems eventually return to the attention of teacher’s career. The whole article focuses on the group teachers who is the training service secondary TVET teachers, fully embodies the training benefit to implement the value of individual care. And Vocational education teacher training from plans to implement, there should be have certain organization logical, have certain reference standards, the behavior strategy from operational level put forward here must be a certain significance to improve the effectiveness of the training for secondary vocational teacher.
