Because of the limit of physiology, environment and motivation, special children such as the children with mental retardation and Autism have the motor disorders. Rehabilitation training can improve their motor abilities and a scientific assessment is the foundation of the rehabilitation training. However, there exist some problems of the motor ability assessment scale such as a lack of the scale, narrow applicable objects and inadequate conduction. In order to meet the demand for the rehabilitation training, the study is to compile The Motor Ability Assessment Scale of children with special needs.The study includes four steps:developing scale; primary measurement; formal test; normative measurement. Firstly, according to the relative theory and the review of previous researches, the author compiled the general scale. Secondly, according to the primary measurement for the30special children in Shanghai, the author modified the items. Thirdly, the author chose90special children of1-3grades and1803-5-year-old typical children from as the samples and made the formal test. In this process, we tested the accuracy of the modified items, reliability and validity. Fourthly, we chose the180typical children in Shanghai as the norm and founded the percentile rank, Z normative score, and T normative score. With the effort of above, the author compiled the scale finally.The Motor Ability Assessment Scale of children with special needs has nine parts,264items after the item analysis in the primary measurement. In the formal test, we measured the basic motors and rhythmic motors about the8parts,249items including the face, mandible and lip and tongue, pate, trunk, upper limbs, lower limbs, fingers, and complex movement. According to the item analysis of the statistics of90special children, there are significant relationship between the98%of the items and the scores of the part;90%items’ item discrimination≥3.00.90%items if deleted will decrease the parts’a coefficient of internal consistency; the general difficulty of the scale is positively skew distribution. The scale’s reliability of internal consistency is0.987; scorer reliability is0.985; retest reliability is0.928. The results indicate that the reliability is high. The scale’s content validity, differential validity and validate validity are also high. The results of the item analysis of the180typical children are not good. But the scales internal consistency is high and a coefficient is0.939. The scale’s content validity, differential validity and validate validity are also high.Considering the demands of the special children in the study, life and safety, we compiled The Motor Ability Assessment Scale of children with special needs. Items of this scale are detailed and comprehensive. Therefore, teachers can judge the advantages and disadvantages of the mode of the motion in accordance with the result of the assessment. They can also establish the goals of the rehabilitation training of motor ability and make IEP.
