Textbook is an important material of educational input. The content of text basically reflects the culture of the government and social points. English textbook is a core teaching material of curriculum. It is according to require of government to design program for degrees of students. It becomes an important material of language learning. The content of teaching contains pronunciation, vocabulary, sentence pattern and grammar in English textbook. Language skills are including listening, speaking, reading and writing. Because of different requiring for learners, English textbooks can attract many kinds of learners. Besides, English materials offer student book and workbook. Those also have the teacher’s manual, readers, flashcards, CD, video and so on for assistant material.English textbook offers interesting and useful learning material. Students can enrich English language with knowledge through the contents of context. It makes students getting more chances to talk with foreigners in their daily life and extends their views of the world. Is the framework of English textbook suitable for social development today? Is the textbook offering authentic language activities or materials for learners? English textbook is to be the basis of learning language, the design of language should have completely language learning framework.English textbook is aimed at language material of subject education. It offers different learning degree of learners to achieve better English language level for students. The content of textbook involves with a point of view of culture and society. Because a social life changes and science and technology continued developing, English learning ways are changing too. The design of English textbook is toward to a new concept of framework. The concept of English education is to transmit abstract idea. Through a framework presents concrete language learning model, the design of text is according to language learning method and offers the framework of material.To use the basic method of English course design deeply analysis and comparison with two sets of English material. We can obtain huge idea design in material and offer research on framework of material and to achieve language learning worth in English education. Through analysis and comparison of English material in Taiwan and Shanghai, then we can understand the same and the different parts between them.The thesis selects and uses the English materials of fifth and sixth grader in elementary school. And I select Kan-xian version English textbook in Taiwan and Oxford version English textbook in Shanghai. I do this research as for knowing the English program development between Taiwan and Shanghai. At the same time, I compare two countries with the Korea and the Japan materials in elementary school to adjust to and design our English materials in the future.
