Striving to achieve "Two Basics" goal, basic education was gradually changing from "Scale Development" to "Connotation Development" in the new stage, improving the quality of education was gradually developing into the center mission of educational reform and development. Strengthening the quality control for basic education was an effective way to improve the quality of national education system."Local Responsible, Graded Management, Mainly by the County", under this basis of education management system, the quality monitoring for area county basic education had helped to significantly construct the national basic education quality monitoring network, promot the education quality improvement of area county, and improve the area county education management efficiency.As "Two Basics" target had been basically realized, most of the areas had initially formed the prototype of the education quality monitoring. But there were still some problems, which went against the further development of area county basic education to a certain extent. This research presented an analysis of the present situation of the area county education quality monitoring. It pointed out that the monitoring institutions establishment was not accurate, the monitoring scope was nonsystematic, the monitoring content was not comprehensive, the monitoring means was not science, and so on. On the basis of thorough analysis, according to the contradiction of the area county basic education quality monitoring did not adapt with the development and reform of the area county basic education in the new period, in order to perfect the quality monitoring for area county basic education, this study suggests that:First, building up the scientific view of education quality monitoring, to monitor area county education quality comprehensively and systematically;Second, the relationship among monitoring institutions, regional government, and the education administrative department should be rationalized, providing powerful organization guarantee for the monitoring work; Third, implementing the education quality monitoring in accordance with the standards, to ensure that monitoring work is scientific and validity; Fourth, the monitoring team should change from the "experience" to "professional", to provide the high quality talent support.
