This thesis comprehensively analyzes the current employment situation of universities. Focusing on the existing problems in higher educational institutions employment assessment and evaluation system under provincial authoritative administration, as well as in university employment and evaluation system, this thesis raises an employment assessment and evaluation system which is scientific, objective and operable.The thesis as a total based on The Balanced Score Card, establishes a higher educational institution SSSG-E employment assessment and evaluation system with four domains of employment survey system, employment security system, employment service system and employment guidance system, and one longitude of employment merit. The main feature of this system is, upon the starting point of university employment management departments goal of elevating graduates employment competivity, it sets up a target of strengthening employment guidance work with the biggest strategic aim of improving employment merit. Meanwhile, through The Balanced Score Card, we can turn the strategic aim into measurable indexes, then realize it through four systems including employment survey, employment security, employment service and employment guidance. Later we decompose the systems in all layers and carry out the indexes, so as to guarantee an effective practice of higher educational institutions’employment strategic aim.The thesis implemented aim assessment on employment security system using aim management theory, practiced whole-course employment guidance on employment guidance system using Customer Relationship Management, carried out weights allocation on indexes of various domains of the established higher educational institution SSSG-E employment assessment and evaluation system using Analytic Hierarchy Process, and therefore effectively combined related enterprise management ideologies and the employment work in higher educational institutions.This thesis raises three-layer installation of employment survey system, three-layer ensurance of employment security system, three-principle ideology of employment service system, and five-module guidance of employment guidance. Also, it constructs evaluation framework of different systems, and pinpoints the weights quantization method of respective systems’assessment indexes.The thesis also analyzes the four stages of higher educational institutions employment work, illustrates the main characteristics of stages, elaborates the operability and adaptability of the higher educational institution SSSG-E employment assessment and evaluation system. It testifies the system and the testimony indicates that higher educational institution SSSG-E employment assessment and evaluation system has been applied effectively at Hunan Agricultural University; it has been referred to in other universities in and out of Hunan Province. The research is proved to be very strongly practical and creative.
