As the growing trend of globalization, the competition betweencountries boils down to the talent competition. Only those countrieswith a high-quality personnel can obtain long-term vitality and gain afoothold in the international competition. Higher education whichcultures high-quality talent is the main and most important one of thechannels, so it gets more and more attention of the nationalgovernment. In the process of integration into the internationalcompetition of higher education development, Chinese internal andexternal environment began to change. Popularization, marketizationand Internationalization become the inevitable trend of developmentof higher education. Popularization requires not only the governmentbut also the social forces participate into the higher education marketto enhance the quality and quantity of higher education in China.Marketization requires the government to let go of the strict and harshadministrative intervention in order to create a favorable environmentin which public and private universities can develop equally.Internationalization requires the government to draw on foreignsuccessful experience, combined with the reality of our country in orderto vigorously develop Chinas higher education to respond to globalcompetition.In this process, the government needs to transform theirmanagement functions for colleges and universities, especially privateuniversities. The transformation of government functions does not meanthat the government can give up the management of privateuniversities. In fact, in the economic transition period, our governmenthave to bear more and more important responsibilities. This article, wefocus on the development process of the private universities, to studythe positioning of government functions. The paper contains six parts. The first part is an introduction,introducing the research background, significance, and relevantliterature and research ideas. The second part focuses on “privateuniversities” and “government functions”, discussing the basic conceptsand basic theory. It demonstrates the necessity of the private collegesand the importance of the government intervention in thedevelopment of private universities, and froms a theoretical andpractical point of view that the public welfare and for-profit privateuniversities can coexist, and summarizes the determinants ofgovernment function. The third section summarizes the historical processof private higher education and points out the main problems of privatehigher colleges, including legal construction, financial contribution andresponsibility. The fourth part is the study of Japan and the United Statesgovernment, inculding the development experience of the privateuniversities. And finally it comes to the revelation of Chinasdevelopment of private universities. The fifth part is the most importantsection in this article, focuseing on the government’s function in thedevelopment of private higher universties. The last part is theconclusion.
