The public welfare culture is the total of value system and behavior, whichconsiders the altruism values as the core, pursuits to increase social publicinterests, seek for the human happiness, safeguard social fairness and justice, andpromote the harmonious development of the society. The university publicculture is the unique culture form, which regards the university organization as themain body, altruism values as the core, social responsibility as the constructionpoint, is combined of public spirit of university, university of public welfare system,university public behavior, university of public environment. The university publicculture has an important role to improve the training quality and construct theharmony university culture.This paper follow with these logical levels: explaining the concept, analyzingthe significance and current situation, exploring countermeasures.
