30years since the reform and opening up,China’s economic sustainabledevelopemt,pepple’s living standards have improved dramatically but the country isstill in the primary stage of socialism,is still facing the people’s growing material andcultural needs of the backward social roductioncontradictions.Public education,publichealth,cocial security,safety and other public services is increasingly urgent demandfor education than ever before,the low lever of education in China has beenrestricying China’s economic growth “short board”.The17th report noted:“Educationis the cornerstone of national rejuvenation and fairness in education is an importantfoundation for social equity”.Compulsory education as basic education,and mote toget people’s attention.China’s social development level of productivity is nothigh,there is the reality of the country running big educayion,how limited financialexpenditure of the largest excavation of educational resources,improve the efficiencyof the education use of funds to meet the needs of compulsory education hasbecomenow an important issue.This paper first reviews the research background and significance of thecompulsory education expenditure performance evaluation research results at homeand abroad,and then combed through the data,analyze the status of compulsoryeducation in fiscal expenditure,and performance evaluation oh the compulsoryeducation financial expenditure(DEA).This paper argues that in order to improve andbuild the compulsory education in fiscal spending fund performance evaluation mustbe to-pronged approach:It is necessary to improve the internal aspects of the financialexpenditure performance evaluation of compulsory education,including theapplication of prior monitoring,evaluation results,and build informationplatform,intermediaries,and improve legal protection;The second is to reform andimprove the compulsory education in the financial expenditure performanceevaluation of the external environment,including futher deepen the reform of theeconomic management system,and prpromote the structural reform of govement administration and strengthen the construction of three-dimensional monitoringsystem of education spending.
