Since independence, Senegal has issued a series of basic education policy, which have played a certain role in promoting basic education reform and development. This paper combining basic education reform background of different time of Senegal sorts out important basis education policy documen, the system change and implementation measures, showing the evolution course and the results and the existing problems of basic education policy. On this basis, analysis of the characteristics and the influenc-ing factors of basic education policy summed up the challenges and recommendations of basic education in Senegal.The Full text is divided into four parts:The first part analysis the literatures of the basic education in Senegal.Defining the key concepts on the basis of Senegal basic education policy On base of defining the key words, it stresses that the universal basic edueation policy just the define key in the basic of the concept of points out, the basic education policy here in Senegal that is issued by the country is primary and secondary education policy implementa-tion text and reform measures.The second part through the analysis of economic, social, and influence of its basic education background of the development of the education Senegal, showing the times background of the reform and development based education of Senegal.The third part by analyzing the evolution course of the basic education policy, thus showing Senghor period for the realization of the education nationalization to implement the reform policy of’the education structure", Diouf period for the realization of the education modernization to implement education popularization and Wade period for the realization of the education democratization to implement universal education policy,and each period acquired the results and the existing problems. The fourth part mainly analysis the characteristics, affecting factors of policies and practical challenges and recommendations of basic education policy in Senegal. Trying by comparing of pursuing policy and the real challenge to show the effects and the development dilemma of basic education policy in Senegal, the realization of the goal that hard expectation the conclusion, and puts forward on speeding up the millen-nium development goals process, carrying out the strategy of a popular education, ed-ucation democratization should be based on the actual, strengthen financial guarantee and management ability construction and so on.
