| Guizhou is an underdeveloped province in west of China with poor education level. In the strategy of the grand development for west of China ,it is the key problem for Guizhou to be on sustainable development way how to speed up the development of basic education and improve the level of human resources in Guizhou . Due to the limit of the economy devel - opment, much expenditure needed for developing basic education in Guizhou cannot be satisfied . Basic education resources are in seriously short supply. Large amount of capital need to be invested to change the poor situation of basic education in Guizhou in short term . At present , the ratio of the educational expenditure in the financial expenditure of the budget of Guizhou has reached 18 percent, which is impossible to increase. It is not feasible to rely on the support of the Central Goverment. After analyzing the status of the nature, economy and education in Guizhou, this article gives reasons for realizing the leap development of basic education in Guizhou through system reform and innovation.The dissertation is made up of six parts. The first part briefly analyzes the research background on system reformation of basic education , including the necessity and urgency of the reformation. The second part involves the summary on the reformation practice of educational system in some counties and cities in Guizhou Province. The third part deals with the analysis on SWOT of basic educational distribution and system reformation on how to run a school in Guizhou Province. The fourth part relates to the introduction of the theory and practice at home and abroad and how to draw on the experience of them. The fifth part is about how to plan the distribution on basic education and the system reformation strategy on how to run a school on the basis of the analysis on nature, economy and education in Guizhou Province. The last part puts forward the measure on how to carry out the the strategy successfully.
