Study On Responsibility Of Local Government In The Graduate Employment

With the higher education changing from elite education into public education, growth in the number of university students are not coordinated with the growth of market demand. Thus the graduate employment problem has happened. Society and the students own reasons led to the graduate employment problems, but the job market is imperfect, unbalanced economic development, imperfect industrial structure adjustment and the restrictions on the institutions and mechanisms. The local government has the responsibility to solve these problems.I take the J City of Zhejiang Province for an example, from the point of local government responsibility to analyze the graduate employment problems. After analyzing the theoretical basis and practical basis of the responsibility of local government in the graduate employment, I put forward the ideal positioning of the responsibility of local government, which includes regulation of responsibility for local economic development and the local job market; local employment service responsibility; local employment and social security responsibility. Based on the empirical analysis of J city’s actual performance government responsibility in the graduate employment and students’ satisfaction on responsibility of local government, I find the phenomena about lack of government responsibility in the graduate employment are as follows:employment support policy implementation ineffective; J city not yet formed the perfect employment service system; inadequate protection of related systems. Cause of these phenomena for the following reasons:the work of local government is not efficient; there are some obstacles in the administrative system and mechanisms; the public did not play the supervisory role on local government. In my idea, the responsibility of local government in graduate employment should be limited and effective. According to the reasons derived from survey sample and the principle to define government responsibility is about comparative advantage, complementary advantages and within government’s capabilities, I think the strategies how to promote the local government to fulfill the responsibility in the graduate employment are as follows:First, to expand the graduate employment space; Second, to improve the related services involved in the graduate employment; Third, to foster a fair and equitable employment environment; Fourth, to strengthen the supervision of local government responsibility.
