A Study On The Government Responsibility In The Employment Of China's Graduates

In order to meet the demands of the strategy of prosperous country relying on science and education and our countries'promotion of competitive ability in the economic globalization, the Central Party Committee and the State Council, has made the decision of increased enrollment on higher education in June, 1999 at the National Education Work Conference, which has promoted our country's higher education to enter the new stage of rapid development. Subsequently, the number of colleges and universities rose sharply and so did the annual number of graduates. Meanwhile, with the growing employment pressure on university students, the problem of"the difficulty of the graduates'employment"was more and more explicit and has arisen anxious attention of the public.How to effectively solve the problem of students'employment? The government, as the representative body of state authority, should undertake the bounden duty and the obligation. Therefore, this paper, taking government responsibility in the problems of graduates'employment as the research point of view, analyses how to improve the government responsibility in the process of graduates'employment for the final purpose of promoting full employment of graduates.This paper is consisted of five main components:Part 1, elaborates on the source of the problems, the present research status at home and abroad, and the practical significance of concerning about graduate employment by government. And then, the main research ideas and the research methods are proposed.Part 2, the theoretic analysis on the graduates'employment: first of all, the problem of the graduates'employment and the development of employment system are briefly outlined; and then, the theoretical foundations of it are analyzed and described.Part 3, present situations of government in solving the employment problems of China's graduates. First of all, the present problems on the mechanism of China's graduates'employment are proposed: the macroscopic employment environment, the backward mode of education, the functions of government services and the implementation of employment policies. And then, insufficiencies of government responsibilities are analyzed.Part 4, foreign experiences are introduced and an ideal mode of graduate employment is designed . Therefore the government responsibilities are oriented.Part 5, optimizes government functions, that is to find the ways to improve the deficiencies of government functions . There are four kinds of government's functions to be addressed and improved——macroscopic regulation function, public service function, policy surveillance function, and career guidance function.
