Nowadays, internationalization in higher education has already become the popular tendency of the development in the field of higher education. With the globalization of economy and the global background of higher education internationalization, Chinese-foreign cooperation institutions emerge at the historic moment.The development of Chinese-foreign cooperation in running schools of higher education in Hunan Province, an important training base in China, is necessary and feasible. In recent years, although great achievements in this field has been attained, many problems has risen to the surface, such as. imbalance between the distribution of international cooperation projects and the setting of educational programs; low level of some partner schools and projects, single model of training, poor quality of the trainees recourses, lack age of investment, wanting of good teachers, etc. Among them, some are the common problems of Chinese-foreign cooperation in running schools; others are specific and particularly outstanding issues in Hunan.Explanation of the reasons for the issues in the practice in Hunan can be summarized as two aspects:subjective knowledge and mechanisms. As for subjective reasons, the understanding of Chinese-foreign education cooperation from both the government administration, and higher education institutes and society is not in place. Objectively, the undeveloped mechanism in external management and university’s internal management and the imperfect integrated input mechanism in Chinese-foreign cooperation in running schools contribute to the emergence of the above issues.By resolution of the problems and their causes, the paper proposes some countermeasures and suggestions:Establishing advanced educational philosophy to understand the vital part that Chinese-foreign cooperation has played in the development of the cause of higher education and the root of this cooperation is the quality of cultivating students; increasing fundamental construction of schools and enforcing the formulation in its regulation and connotation in its programs; innovating teaching administration and invest model of cooperation projects, and developing the Chinese-foreign cooperation in running schools in Hunan to meet the economic and social developing needs of Hunan Province...
