The problems in basic education are the main factors that have long been restricting the economic and social development of the underdeveloped areas in western China. Since the rural taxes reformed in China, the central government and even that of the western regions increased input for basic education in the western areas, implementing the National Basic Education Project in Poor Areas, the "Two Bases " Relief Program in Western Region and the "Two Exemptions and One Subsidy" Policy to Students in Poor Rural Households, which have made remarkable achievements to the development of western basic education. However, many problems are also existed in the vast western underdeveloped areas where the education investment funding is still inadequate, the guarantee capital mechanism is not perfect, the quality of school education and teaching staffs are low in general and the dropout rate is high in the rural areas. Therefore, researches on the government’s aids to the basic education in western region have the great realistic significance for them.Firstly, this article described the research background of that topic and the study purposes, evaluated the foreign and domestic situation of the research, and summarized the study contents and methods of this paper. Then, it discussed the content of basic education and the necessity as well as the relevant theory for the government’s aids to the basic education in undeveloped regions. This paper focused on the status and achievements for governmental assistance to the basic education in western area, on the basis of which it pointed out and analyzed the problems existed in it and made a deep analysis to the reasons. The author who took the cases in the United States, Japan and UK for example, studied and presented the successful experiences of the government’s aids to basic education in those countries and was much inspired by them for perfecting that of our own in western areas. Subsequently it put forward, from the perspectives of thoughts, investment systems, management mechanisms, personnel trainings and assistance legislations, some reasonable advices to improve the government’s aids to basic education in western of our country. Finally, the author summarized and refined the basic conclusion of this paper and indicated a proper direction for the endeavors of further study to this subject.
