Based on of the theories of modern human resources management and performance management, and combined with the practices of teaching and researching organizations, this paper explores the question of how to evaluate the performance of teaching researchers. The writer strives to construct a performance appraisal system compatible with the evaluation of teaching researchers in our country and to provide a relatively complete implementation scheme. The paper, aiming at the existing performance appraisal problems of the teaching researchers, puts forwards some constructive suggestions in order to provide concrete information to the evaluation of teaching researchers. In regard of the characteristics of the subject in question, the writer combines the qualitative and quantitative analysis, and at the mean time adopts documentary method and interview technique etc. The followings are the three major achievements:Comparing, analyzing and concluding the current situation of the evaluation of teaching researchers in our country; putting forwards design ideas of performance appraisal system of teaching researchers; constructing the performance assessment index and weight system from the following four aspects:ability, achievement, efficiency and profession development of the teaching researchers; and elaborating the application, feed-back and relevant regime of the evaluation of teaching researchers.Teaching researchers play two roles at a time: the researcher of the New Curriculum of Basic Education, and the advancer of and the server for the professional development of the front-line primary and middle school teachers as well. Therefore, the performance evaluation of the researchers should take into consideration both the teaching ability and the level of guidance. A scientific evaluating system will help to stimulate enthusiasm of the researchers and fasten the construction of the team of teaching researchers.
