College Education is an important base of national talent cultivation which directly relates to the development of the society and the construction of the country thus it plays a decisive role. College teachers, the key figures of higher education, engineers of the college personnel training, play an irreplaceable important role. College teachers’ performance appraisal is the examination and evaluation for teachers’ work, to promote teachers’ job performance and improve the quality of higher education, which is one of the important works of personnel management in colleges. However, in China, research on college teachers’performance evaluation is in the preliminary exploration stage, did not form a complete unified evaluation system, many problems exist in the implementation of teacher evaluation, so the study of college teachers’performance appraisal system is of great significance.Applied college is different from the teaching and research ones which is also the development direction of the ordinary teaching colleges, which takes employment as the guidance and transports regional economic and social development need applied talents to society. Applied college has the unique characteristics according to difference of school-running orientation and their own conditions in the teaching management, and the teacher’s request is also different from the ordinary university. In this paper,360-degree performance appraisal method, the reference method, comparative analysis and other methods were adopted, took AY institute of science and technology for example, researched and analyzed the present situation and existing problems of teachers’performance appraisal system of applied university. And through the case analysis applied university teachers performance appraisal system at home and abroad, the suggestive optimization scheme to AY technology college teachers’ performance appraisal system was provided.This paper consists of seven parts. The first part is introduction, mainly elaborated the paper research background, purpose and significance, research ideas and methods, main content and innovation. The second part literature review of college teachers’performance assessment system and the theory, method, factors at home and abroad was illustrated, from which many research results with practical significance were obtained. The third part through to the college teachers’ performance assessment system, applied the performance evaluation of university teachers’ evaluation system and the connotation of the narrative, and is introduced in this paper, the connotation of the core concept definition and realistic significance. The fourth part through enumerating examples, analysis at home and abroad applied university teachers performance appraisal system, it has its advantages and achievements, as well as the existing problems, and provides the important research objects of this article comparative study and learning material. The fourth and the fifth part is the main content of this article, the main existing teacher performance appraisal mechanism for AY institute of science and technology is described, including the school situation, the existing main problems of teacher evaluation mechanism and etc, and then combined with the content of the fourth part of the assessment of the college, optimized design, and optimization scheme is put forward. The last part is the results and enlightenment, which summarized the research achievements of this paper and the inspiration for the further research.
