Policy Analysis Of Public Finance Support Of The Private Higher Education

Since the reform and opening up in China, the private higher education has started from scratch and developed rapidly. It has become an important part of higher education in China. But it has a developing problem that it is short of funds. Thought our law includes the rule that public finance supports the private higher education. Compared with public universities, it has no clear measures for the implementation and no mandatory provision. We need to create the system of private education development, and improve its environment.The writer based on the basic principles and concepts of policy science research on that the policy of public finance supports private higher education, and makes policy suggestion. Chapter one is introduction, explaining the main concept and research content and method. Chapter two discussed that it is necessity and importance to provide financial aid. The third chapter analyzed the policy that public finance supports the private higher education and public higher education. The forth chapter compared policy of supporting private higher education with public higher education, expounding the problems and reasons of the process of policy formulation and implementation. The last chapter, the research made policy recommendations. Base on the Epistemology and Axiology, analyzed the subject and condition and object of policy of supporting private higher education. One side is financial support by government. The other side is policy support, for example, reduce taxes, and improve the treatment of private teachers and financial discount and so on. Build the policy system of the central and local government supporting the private higher education.
