Improving Study for China's Private Higher Education Policy System-based on Public Policy Process AnalysisPrivate Higher Education is an important piece of higher education system;Private Higher Education policy plays a significant role on private higher education.However,recently private higher education encountering several obstacles,including lack of systematic arranging,absence of academic level guiding,lack of shared governance and uncertain of fiscal support.Encountering problems shows that only technical improve on policy arrangement might be not enough to lead private higher education escalated to new era,a systematic improve plan is necessary.Inspired by this belief,this paper applies policy cycle theory as study frame,public policy process theory as study perspective,policy system as improve objective.The policy system consists with five subsystem including decision subsystem,implement subsystem,evaluate subsystem,feedback system and information subsystem.The policy stage is separated as problem confirming stage,decision-making stage,implement stage,evaluate stage and adjustment system.The main conclusion about failure of policy system in each policy stages are blows.In problem confirming stage,main failure is unbalance of speak right allocation,decision subsystem held an overwhelming power that others cannot essentially influence policy problem choice.In decision-making stage,lack of policy blueprint makes decision subsystem unable to pick most needed plan,several reasons give rise to low quality of policy plan;In implement stage,implement system was unable to fulfill promise made by decision subsystem,it also show less interest in private higher education,instead put all attention on local public higher education;in evaluate stage,evaluate subsystem did not have enough authority to issue independent appraisal report,which make system impossible to make policy adjustment in time;in adjust stage,the feedback subsystem did not transfer feedback immediately,policy adjust delay from situation,which made policy objectives suffering.Improving private higher education system will held in each policy stage.In problem confirming stage,decision-making subsystem needs to develop its ability to problem distinguish,power to decide policy problem should be redistribute to the public and other policy participant,a tactical improve on shorting problem confirming delay is also needed.In decision-making stage,the whole system need a systematic thought to guide policy design,keep all participant works towards same direction,policy design must lead private higher education grow healthy,the information subsystem would upgrade to policy supporting subsystem.In implement stage,responsibility between decision subsystem and implement subsystem will transform to a suitable percentage,which implement subsystem will eager to implement policy and employ enough implement resources.In evaluate stage,create an independent evaluate subsystem and give it authority by enforced evaluate process before adjustment will make policy cycle complete.In adjust stage,we must improve our feedback subsystem and adjustment lose cover fund.Nevertheless,chapter six also suggests governance structure of private higher education needs to transformed from bureaucratic and pyramid structure to network structure,by inspiration of policy network theories.
