With economic development, the concept of human resources is the primaryresources have been gradually recognized and accepted. The economic competition ofthe21st century is ultimately a talent competition, the scarcity of talent resources havebecome increasingly prominent. The talent competition will eventually be settled inthe competition of talent eco-environment, the backwardness of talenteco-environment construction restricts the development of regional economy. BlueEconomic Zone in Shandong Peninsula is the first approved national developmentstrategies in the first year of the "12th five-year plan", but also China’s first regionalmarine economy development strategy. In this paper, talent eco-environment of BlueEconomic Zone in Shandong Peninsula is chosen for the main study.Researchers has done some research on the factors of talent eco-environment,the index system, as well as countermeasures of improvement and optimization, butthe research of foreign scholars is mostly based on the business perspective, theperspective of government is relatively few, domestic research mainly focus onregional studies of individual provinces, and evidence-based optimization strategy isrelatively few. This paper, based on previous studies and the actual situation of BlueEconomic Zone in Shandong Peninsula, build the talent eco-environmental indicatorsevaluation system for Economic Zone in Shandong Peninsula, uses a variety ofevaluation methods to conduct a comprehensive, multi-level evaluation andcomparison analysis, finally proposes the optimization development strategy oftalent eco-environment of Blue Economic Zone in Shandong Peninsula.Firstly, the paper makes a brief analysis of the concept of talent, the connotationof talent eco-environment,the dynamic relationship of talent eco-environment andeconomic development, economics and social psychological theory about talenteco-environment. builds an evaluation index system, including20specific indicators and covering six subsystems about economic quality, social security, the urban living,education and innovation, talent employment and the natural environment. Then useEfficacy coefficient method, Principal Component Analysis, System clusteringmethod, Gray relational evaluation to evaluate the talent eco-environment of the BlueEconomic Zone in Shandong Peninsula, and make a comparative analysis with thePearl River Delta and Yangtze River Delta. Further build the coupled coordinationmodels of the urban group talent eco-environment, and set up a joint criterion ofcoordination degrees and stages of development of urban agglomerations. Then thepaper give the coupling level of coordination evaluation of the talent eco-environmentand its subsystems of the three urban agglomerations of Blue Economic Zone inShandong Peninsula, and compared with the typical cities of the Yangtze River Deltaand Pearl River Delta.Through multi-level, multi-angle systematic analysis, this study found that talenteco-environment of Blue Economic Zone in Shandong Peninsula has got a trend ofrapid development overall, but there are some aspects: First, the development of talenteco-environment of Blue Economic Zone in Shandong Peninsula was uneven andvolatile. In addition, there is a big gap between the Blue Economic Zone in ShandongPeninsula and other developed areas as Pearl River Delta and Yangtze River Delta.Responded existing problems and gaps in talent eco-environment of BlueEconomic Zone in Shandong Peninsula and combined with the development planningand regional characteristics, this paper presents talent eco-environment specificoptimization tips of six aspects,as to coordinate a balanced development of cities, topromote the region increase steadily, give priority to the protection of intangiblepublic goods supply, to create a harmonious cultural environment, to take fulladvantage of the locational advantages, and practical optimization countermeasuresfor the three urban agglomerations.
