Research On Countermeasures To Promote Marine Talent Aggregation Of Shandong Peninsula Blue Economic Zone

In 2011,the construction of Shandong Peninsula Blue Economic Zone rose to the national strategy.The main task of building Shandong Peninsula Blue Economic Zone is to develop the marine industry,and the key factor for the cultivation and development of the marine industry is marine talent.Based on the status of marine industry in Shandong Peninsula Blue Economic Zone,the paper takes the talent aggregation as the main line,and aims to put forward a series of targeted and practical countermeasures,provide new idea for better promoting marine talent aggregation of Shandong Peninsula Blue Economic Zone.Firstly,analyze the research background and the status situation at home and abroad through literature reading.Based on the above study,the concepts about marine economy,marine talent,talent aggregation are defined and the relevant theory about talent aggregation is introduced.Secondly,based on yearbook and questionnaire,analyze the present condition of marine talent,the effect of marine talent work,and the existing problems and causes of marine talent aggregation in Shandong Peninsula Blue Economic Zone.Again,referring to the marine talent aggregation experience of America,Japan and other foreign coastal countries,of domestic coastal provinces like Guangdong,Zhejiang,Fujian and the talent aggregation experience of high-tech park like Silicon Valley,Bangalore and Zhongguancun,get the inspiration to promote marine talent aggregation of Shandong Peninsula Blue Economic Zone.Finally,based on the above analysis,put forward to the objectives,key points and ideas of promoting marine talent aggregation of Shandong Peninsula Blue Economic Zone,and propose the corresponding countermeasures and suggestions including the construction of the system of marine industry,the formulation of marine talent development plan,the exploration of marine talent aggregation model as well as marine talent introduction,marine talent cultivation,marine talent management,marine talent environment.
