Research On The Problems And Countermeasures Of The Energy Performance Contracting In Zhejiang Universities

Energy Performance Contracting originated in 1970 s in western developed countries,through a series of energy service units to provide energy-saving design,construction renovation,financing,effectively alleviate the energy cost by a sharp rise in trouble.EPC into Chinese also have more than and 20 years of time,vigorously promote the construction of ecological civilization,green development of contemporary Chinese,energy-saving mechanism of energy management contract as a market-oriented,gradually adapt to the domestic policy and market environment,the government,public institutions and enterprises gradually spread and effective.With the rapid development in recent years,colleges and universities,scientific research and life energy consumption rising,and colleges and universities to carry out financial and technical means of energy saving are very limited,rely on Colleges and universities to carry out energysaving power is insufficient,therefore,the introduction of the contract energy management,the use of funds and technical means of energy service companies,improve the level of energy saving and management capacity.At the same time can obtain good economic benefits and social benefits,the establishment of energy-saving emission reduction demonstration and leading role in the wholesociety.After 2010,the state issued a series of policies to encourage the promotion and development of contract energy management project,and puts forward the financing,tax incentives and other related measures,but the author through questionnaire survey and telephone interviews showed that the colleges and universities in Zhejiang Province,energy management contract but did not get the promotion and popularization,on the one hand because the university belongs to public institutions energy saving,development of affairs and financial restriction system;on the other hand,China's energy saving service market is not mature,lack of the experience of the EPC project;the degree of attention,college leadership management skills such as multiple factors affecting the promotion of energy management contract in the province in Colleges and universities.To solve these problems,the author from the improvement of policies and regulations,regulate the energy services market,strengthen the propaganda and popularization of EPC to improve the effectiveness of the contract energy projects,and universities and energy service company cooperation etc.and puts forward the corresponding countermeasures and suggestions,has a good reference value to promote the contract energy management and saving campus construction to carry out the work.Colleges and universities as a public institution,energy conservation is also a kind of public affairs,this article from the perspective of public management of the contract energy management research not only has theoretical value,but also has practical significance.
