Since the founding of new China, the personnel training of the higher education in ourcountry has constantly developing in the reform. The disciplines, curriculum andteaching styles are adjusts to foster the talents corresponding to the requirement oftimes continually. In this process, some remaining unreasonable factors our highereducation has lots of problems, such as a single personnel training, a confined space, abackward way, these problems severely restrict the personnel training, and unfavorableto the emerge of top-notch innovative personnel especially. In the21st century, a worldcall for top-notch innovative personnel, the government unveiled all kinds of measures toopen up new roads for the training of top-notch innovative personnel. The projects fortop-notch innovative personnel training in basic subjects is one of these roads.In such an environment, the study chooses several universities which in theprojects for top-notch innovative personnel training in basic subjects as the researchobject, to research their reforms. By analyzing the educate programs and the actionplans, to find out some personnel training modes of top-notch innovative personnel.And then analyzes the advantages and disadvantages of the modes to find out some ways topromote the reformation of the top-notch innovative personnel training.The article is divided into five main chapters. The first chapter is the introduction,a brief introduction on the background, significance, status. The second chapterstudies the influence which is made by our professional education system to thepersonnel training, to analyses the characteristic of the professional setting,curriculum, teaching methods, and then point out the main problems which affects thepersonnel training. The third chapter describes the efforts and experiments of ourcountry in the top-notch innovative personnel training has made out, and highlightsintroduce the projects for top-notch innovative personnel training in basic subjects.The fourth chapter is the focus of the article, in this chapter, by study of the trainingprojects these schools has came out, we can find some differences and characteristicsfrom the enrolling system, training mode, ways of organizing, the courses andschooling system. By analyzing these differences and characteristics, we can dividethe personnel training modes of top-notch innovative personnel into tow types: theDiscipline-Major Model, and the Major-Major Model. All these types have theirsuperiorities or inferiorities, and every school has its special way. In the fifth chapter, by analysis of the two models, we can see that there still have lots of problems inpersonnel training, such as cultivation modes are lack of diversification, the backwardof the selection, the lack of inter-school cooperation, and the regulations constructionlagging behind the time. To solve these problems, and by drew lessons from theUnited States, the study suggests the high school in the project to innovate thestudents’ training mode, rich the means in selecting talents, establish an inter-schoolalliance, and improve the security system.
