Research On The Top-notch Innovative Personnel Of The Universities Cooperative Education Collaborative Innovation

In May,2012,the Ministry of Education and the Ministry of Finance launched "2011Program",which focused on building four kinds of Collaborative Innovation Center.They were Collaborative Innovation Center for Science, Collaborative Innovation Center for cultural inheritance and innovation,Collaborative Innovation Center for industry,Collaborative Innovation Center for regional development.This paper focuse on the third Collaborative Innovation Center for Industry,this cooperation model is though universities and universities, universities and research institutes, universities and large-scale backbone enterprise.This paper focused on top-notch innovative personnel’s training mechanism which is based on this cooperation model.In the first chapter of this paper,the author did a detailed literature review of Collaborative Innovation and top-notch innovative talents, respectively discusses the research situation of collaborative innovation and research situation of top-notch innovative talents.the research situation of collaborative innovation was summarized into ten kinds,the research of Collaborative Innovation mechanism (24.3%) and Collaborative Innovation mode (23.3%) were most studied(statistics by the end of December30,2013).During the research,most scholars are constructed from knowledge management, cooperation motivation, interest distribution, cooperative pattern and other aspects of the research of collaborative innovation mechanism,they focus on themechanismof collaborative innovation itself, few scholars study the collaborative innovation mechanismfrom personnel’s training.Based on these research,the author gave the core concepts of collaborative innovation,top-notch innovative personnel,and personnel’s training mechanism.In the second chapter of this paper,the history of top-notch innovative personnel training is descripted in detail,the domestic top-notch innovative personnel training path is summarized,in order to provide experience and reference to the domestic research cooperative innovation activities.As for the reason for the predicament.the author perceives that the reason of the predicament is not only caused by education, but also affected by the entire social system results, including the impact of traditional culture, social and economic system transformation,the quality of college students themselves and so on.In the third chapter of this paper,the author emphatically discusses the personnel’s training present of collaborative innovation.For the personnel’s training present of collaborative innovation, the author research on three respects:the development situation of collaborative innovation activities.the personnel’s training situation of Quantum physical science Collaborative Innovation Center.the problems during the process of collaborative innovation personnel’s training.In this chaper,the "quantum physical science collaborative innovation center" is treated as a case to analyze its talent cultivation system,including diverse talent selection method,high standards of talents training objectives and diverse talents training mode.In the fourth chapter of this paper, America Engineering Research Center is treated as a case to research.Research content is divided three parts:the historical background of Engineering Research Center,management system and operational mechanism of Engineering Research Center,personnel training system of Engineering Research Center, The enlightenment which the Engineering Research Center bring us for cultivating innovative talents under the organization environment of collaborative innovation.During this chapter,.the author emphatically research on the personnel training system of Engineering Research Center,Including the student management mechanism of Engineering Research Center(student council),education object of Engineering Research Center(College students, graduate students, high school students and the enterprise training personnel) and there diverse education.Then the author analyses the special courses of the Engineering Research Center. Finally, the author summarizes successful performance of the Engineering Research in education.In the last chapter of this paper, which is also the main context of the paper,the author try to construct the cooperative innovation personnel training mechanism from four aspects,they are institutional system, operational mechanism, training ways and environmental safeguard mechanism.The author research on institutional system from three respects:a) teacher evaluation system, b) teaching management system(student evaluation systemandstudent registration system), d) tile assessment system.Operatioal mechanism is based on membership,forming a mechanism of common management between"academic senate"and"advisory committee".On training ways,personnel training mode of subject crossing and personnel training mechanism of collaborative innovation should be constructed.A perpect personnel training mode also should be constructed,including renewing the traditional education concept,paying attention to the coordinated development of knowledge, ability and quality,deepening curriculum system and teaching context reform,updating the curriculum system timely, making teaching content close to social production.The educational teaching method should be reformed according to 《National medium and long-term educational reform and development plan (2010-2020))), for example,Learning and thinking,different characteristics different educational methods,the unity of knowing and doing.On environmental safeguard mechanism,improving production innovation policy system,acceleratingthe legislation of the production innovation and tax reform,building a diversified investment system and risk investment mechanism,trying to construct to multiple innovation input system, including taking the enterprise as the main body, taking the market as the guidance, government driving, social capital investing.
