In China's process of striding to a great power of higher education, we need to develop a large number of top creative talents. From the perspective of top-notch creative talents, our country does lack top-notch innovative personnel rather than creative talent. In order to respond the "Qian Question", Ministry of Education has introduced a personnel training program since 2009, namely a pilot project to develop top-notch students in basic foundation subjects. Developing top-notch creative talents is a major issue of our higher education demanding urgent solution, which is concerning the consolidation of China's second largest economy status and the achievement of our country's building innovation-oriented country goal. In this case, the top-notch innovative talents' training model is the core and key to develop top-notch innovative personnel, and also the first question coming into our mind. Lanzhou University, as one of the research universities in the pilot project to develop top-notch students in basic foundation subjects, has prepared to construct the Tsuiying Institute as a base for top-notch innovative personnel training. Currently, the active exploration and practice of Cuiying Institute of Lanzhou University in training top-notch creative talents has initially gained some experience, but we cann't ignore the problems during the talents training process.By describing the current model of top-notch innovative personnel training and its characteristics, this study analyzed the existing problems in current personnel training mode, then tried to search reasons from angles of the research universities'position, the law of human development and personnel training mode, etc. In the argumentation of Personnel Training Mode reform, based on the successful experience of Japan and Germany's top-notch innovative personnel training, this paper started from Lanzhou University's location of "make the western article, be the first-class university", concluding advantages and disadvantages of the exist training mode. We should Take the implementation of Lanzhou University's "211 Project" and "985 Project" Phase III as an opportunity to reconstruct the top-notch innovative training model of Lanzhou University. Studying the top-notch innovative personnel's training mode will not only contribute to the development of top-notch creative talents in our research universities, but also has important practical significance in building an innovative country and implementing the strategy of revitalizing china through science and education and reinvigorating china through human resource development.
