According to the history of worldwide education, evidently, many countries have been witnessing persistent education and training of high-level talents and elites, which is the case of China. However, under the impact of reforming education, the voice of cultivating top-notch innovative talents has been absent. As Qian Xuesen passed away in2009, an open letter entitled let’s directly face "Qian Xusen’s question" has pushed this problem into the teeth of the storm. In the field of education, the abstruse proposition named "Qian Xuesen’s Question" has been the focus of public opinion while the cultivation of outstanding innovative talents has become a hot topic in the educational field.On this background, this thesis first defines the top-notch innovative talents as those who are distinguished and contributive to the economically smooth transition of the whole society. They have been reforming in every profession, trying to lead the development of the age of individualism and breakthroughs. Profound professional knowledge, a strong sense of social responsibility and the courage to criticize and reform are all their basic qualities and characteristics. At the same time, the author not only combs the historic achievements of China’s top-notch innovative talents, but also analyzes the mode and method of personnel training. Based on that, the author considers that in order to break the shackles of our current cultivation of top-notch innovative talents, it is necessary for us to construct a democratic education system for elite, which, based on popular education, abandons the education with a utilitarian value orientation and shows true respect for individuals. Such a system caters for every student according to their characteristics, ushering them into corresponding professions. Only by cultivating a real "man" can a large number of top-notch innovative talents, as Qian Xuesen hoped, continue to "come out".
