There are three functions of university including talent cultivated, sciencedevelopment and social service. And talent cultivated is the most fundamental andcrucial function of the university. Teaching is a basic approach for university toachieve the function of talent cultivated, consequently, it become the centre of all thework of university. Teaching is an education activity for a certain education purpose.Bilateral activities process of both teachers and students participating together isknown as the teaching process, which includes four factors: teachers, students,teaching content, teaching methods and means. At present, China has entered theMass Higher Education period, which follows by universities’ enrollment and schoolsize increases, therefore, more and more people obtain the opportunity to receive thehigher education. It is must be admitted the quality of the population in our countryhas been a general raised and the higher education has advanced by leaps and bounds.Martin Castro’s view on the quantitative criteria for the classification of Mass HigherEducation itself does not make sense. It should be considered as an early warningsignal for a series of questions brought by Mass Higher Education. In Mass HigherEducation period, the higher education enrollment increase largely, the type and scaleexpand, and the function of higher education deepen and complexity. All these abovenew changes caused many problems in the university’s everyday work, such as itsinternal management confusion, various level in the ranks of teachers, integration anddivision of the disciplines and specializations is more difficult, part of the curriculumand teaching form obsolete, academic standards decreased, the form of academicmanagement loosely, the enrollment admission and selection criteria low, students’ideological and moral standards overall decline, which are all challenge the cultivatedtalent quality and other management’s efficiency promotion of the college anduniversity about a great challenge. In order to cope with the challenges, promote thequality higher education improve steadily and deeply research the teaching processincluding cultivated talent quality, teaching methods and means, teacher ranks,teaching materials, curriculum, discipline and so on,the Ministry of Education andMinistry of Finance jointly issued a national views “on the implementation of theundergraduate teaching quality and teaching reform project”, which symbolized therelated ministry top-down start “Undergraduate Teaching Quality and Teaching Reform Project”(hereinafter referred to as "quality project ").It proposed to focus onthe selection and construction of a certain number of teaching team with high teachingquality and reasonable structure. It also requires university in accordance with thespirit of the document, as well as status of themselves, taking research institutes,laboratories, teaching bases, training bases for the construction units, on the basis ofthe formation of a series of courses or professional in the previous teaching reformand practice to build a platform for organizing the teaching team declaration work.After getting the permission of the education authorities and brought into theinvestment plans of related ministry, it put into operation. The document also requiresthe teaching team promotes the reform and study of the teaching contents andmethods, as well as the exchange of teaching seminars and teaching experience,development of teaching resources, and encourages the old, the middle, and the youngteachers to pass, help, guide each other among the team in order to strengthen theyoung teachers training through effective team cooperation mechanism. It can be findthat teaching team as a new primary teaching organization in university teaching work,therefore the sound operation of the teaching team is vital for improving the quality ofcollege and University teaching such as: It conducive to higher education resourcesintegration, the professional development of the teachers of university, theconstruction of the university disciplines, enhancement the quality of talent ofcolleges and universities. But the phenomenon that the university teaching teamstresses too much on declaration but neglect constriction is universal, as a result, itprevent the teaching team to play a huge role for teaching seriously, therefore, theconstruction of teaching team has became a hot issue of Quality Project in recentyears. This article choose the university teaching team as study object, and select Eteaching team of Jiangxi Normal university as an example. It starts from the practiceof teaching team construction survey, and mainly applies four kinds of researchmethods including the interview survey method, observation method, literature studyand comparison method. From the actual research of the construction teaching team, itfound out seven main problems during the university construction process below: theorganizational structure, the development and implementation of team goals,organization activities, team spirit, the allocation and work of the funding, evaluationsystem, mechanism. After the problems pointed out, the reasons of these problems arecarefully analyzed.In the last part of the paper, it attempted to put forward countermeasures forteaching team’s operation based on the process management theory to ensure the teaching team’s work of university’s in order.This research includes five chapters:In the first part, it introduces the background and significance of this study,summarizes the research on this subject both at home and abroad, and makes thepurpose of research, the basic ideas and research methods clear.In part two, it is the overview of university’s teaching team, in which it mainlydefined the teaching team. Then it analyzes and explains the characteristics of theteaching team, type, function, and the difference from other organization in universitysuch as teaching and research institute and research team. After analyzing its content,the specific form of expression, and the difference between the teaching team andother grassroots organizations of university, it elaborated existing value of teachingteam.In part three, it overviewed and analyzed the core theory of this paper-processmanagement theory as well as how to apply the process management method by itsguidance. Through elaborating the theory of the origin and development, togetherwith introducing the basic method---PDCA cycle method in the process management,it demonstrated the process management theories and methods are applicable for thereform of university teaching team.In part four, it is investigation and analysis about the status of the universityteaching team. It mainly applied the interview survey method and observation methodto obtain valid data about the research. Then it analyzes the problems in variousaspects of the university teaching team by investigated the basic situation aboutE-teaching team of Jiangxi Normal university since2009the project set up.In Part V, it attempted to put forward countermeasures for teaching team reformbased on the process management theory. Combined with the requires of all levels ofhigher education departments and universities to the teaching team of managers aswell as the goals of the teaching team, it attempt to put forward some usefulcountermeasures to ensure the university teaching team work in order.
