Since the mid1960’s, under the energetically advocate, promotion and popularization of UNESCO, OECD and other relevant international institutions and organizations, lifelong learning, as an important educational concept, has been spread worldwide. And along with the unceasing development of information technology, constructing the digital lifelong learning platform has become the focus of the world education informatization. At the same time, as a worldwide movement of knowledge sharing, open education resources movement is also thriving in the world scope.Based on the study of the related literature at home and abroad, and on the basis of analysis of the typical abroad open education resources website, this paper obtains a profound understanding of the overseas websites and puts forward a resource construction model from the following five aspects——the open content, open tools, open protocols, resource quality guarantee system and resources sustainable development model. As the author works in Shanghai lifelong learning website as an intern for half a year and has a profound knowledge of the construction and the resources structure of the website, the author takes Shanghai lifelong learning website as an example and puts forward some concrete measures to improve the openness of the website; and through the "questionnaire and interview survey", the author obtains a further feedback of the user and the resources planner. The results show that measures put forward in this paper have quite big values.Besides the author’s research, the administrators of Shanghai lifelong learning website also actively explore measures to improve the openness of the website and many of them happen to hold the same views with the author. The new website of2011made some improvements, and obtains great effects. The author believes that, with the development of research and further reform of the website, lifelong learning website will be able to more closely to meet the demand of users.
