Inadequate investment in education has always been a key factor which constrains the development of compulsory education in rural areas of the western region. The present big change in the national education policy has improved the problem of lack of compulsory education funding in China's rural areas of the western region. However, when the educational funds input were greatly alleviated, the issue of the effect of the use of funds has also been placed on the agenda. The first part of the article starts from the finding of the theoretical tool, discusses the new public management theory and its applicability in the management of compulsory education funding in China's rural areas. The second part reviews the management history of the compulsory education funding in rural areas of Shaanxi Province. It also studies the main problem in the current status of the new rural compulsory educational funding system, and analyses the benefits of the input and usage of the rural compulsory educational funding. The third part uses the theory of new public management, to re-explore the reason of the shortage of rural, the effect of the use of public educational funds and how to assess the effectiveness of the use of funds, through four aspects which contains raising, distribution, management and operation of the compulsory educational funds. Finally, the article makes some suggestion to solve the problems on the basis of theoretical analysis, trying to fundamentally alleviate management problems of China's rural compulsory educational funding through the implementation of the new management system.
