A Study On Innovation Of Grass-roots Government Management On Rural Compulsory Education In The Perspective Of Public Service

Since twenty-first century, with the rapid development of economy and society, the government management has faced brandnew challenge.The concept of administrative management has been changing, from guidance to management, gradually moving to service. Based on reflection and criticism of new public management, the famous American scholar Robert·B·Denhardt and his wife constructed the theory of new public service. Chinese government has been continuing to promote the building of a service-oriented government,and improve the level of public service through creating the public service system. The compulsory education in rural areas is an important part of the public service system, so the government should bear the main responsibility, and play a leading role. Understanding the government management in rural compulsory education, analysing of government responsibility at all levels, and innovating the government management strategies appear particularly important for promoting the government management and service level of rural compulsory education and guaranteeing implementation of high-quality compulsory education.In this paper, with the perspective of public service, based on the historical changes of compulsory education management system and the analysis of the government’s duty in rural compulsory education, through field investigation, questionnaire and interview, understanding the management and service situation of grass-roots government, the author explores the governments’main problems in rural compulsory education:management idea and service consciousness lag; lack of management system, operation is not very effective, the goal is difficult to achieve; evaluation of management is not enough and limited effect. After data analysis, literature research, in-depth analysis of causes in the management, strategy innovation about government’s management in compulsory education is put forward, namely new concept of management,balance between management and service;innovate system,integrate rigidity and flexibility;clear responsibilities,resonable authorization and supervision;construct scientific appraising system,emphasis on incentives and development.The aim is improving the government management and service on the compulsory education, making the weak rural compulsory education develop harmoniously.
