With the coming of21st century, our country has promulgated a series of educationinformation policies: improving the information teaching environment of elementary andsecondary school, implementing the project of Class Access to ICTs, popularizing theinformation technology education, carrying out the modern rural distance educationproject, training teachers’ education technology level, promoting the organic integrationof information technology with curriculum etc, so as to vigorously realize theinformationization and modernization of education. In the process of educationalinformationization, resource construction is significant. The national mid and long-termreform and development plan (2010-2020) clearly state to strengthen the developmentand application of quality education resources, build open flexible education resources ofpublic services platform, and promote the sharing of quality education popularizationresources.The co-construction and sharing of educational information resource is an effectiveway of avoiding repetition development of education information resources, improvingthe quality and popularization of them, which can realize the effective integration ofhuman, material and financial resources. However, the situation of co-construction andsharing of basic education information resources in our country is not optimistic, becausethe resource library is developed extensively for quantity, and enterprises-led for profitwhich leads to the low quality and utilization ratio of resources. Based on analysis of thereasons, the author tries to develop the theory of co-construction and sharing ofeducational information resource. Firstly, divide the basic education informationresources into two categories: the public education information resources and luxuryeducation information resources, and put forward the idea of “classification construction,classification sharing” and analyze its rationality. Secondly, introduce the cloudcomputing into co-construction and sharing of educational information resource andmake organic fusion research. Thirdly, develop the meaning of regional from definition ofadministrative county to culture domain. Fourthly, put forwards the equilibriumallocation of teachers’ education wisdom is the essence idea of the education informationresources balanced development.This main research contents of this study is the construction of Group-Constructionand Public-Sharing mode of public and continuously optimizing basic education publicinformation resources as, focusing on who is more proper to construct the resources, howto construct the resource more better, how to balance the quality resource and so on. Thispaper borrows ideas from the idea of construction for the Encarta Encyclopedia, and hope the related research result will do help to the quality and usage of basic education publicinformation resource and implementation of quality education and education equilibriumand lay some foundation for the education cloud.Firstly, this paper clarifies the research background and do research and makes theliterature review, analyzing the current situation of co-construction and sharing ofeducational information resource and existing research results, and further ascertain thefocus point, purpose and method of this study.Secondly put forwards the theoretical basis of this paper: group dynamic theory,education justice theory, the system optimization theoryThen this paper analyzes the constraint for the development of co-construction andsharing mode of basic educational information resource and suggests dividing the basiceducation information resources to two categories: public education informationresources and luxury education information resources, and put forward the idea of“Classification construction, classification sharing” and analyses its rationality. This mainconcern of this paper is the co-construction and sharing mode of basic educationalinformation resource, and it proposes the constructers of public information resourcesshould change from the union construction of enterprises and schools to mainly relyingon the collective construction of teachers with the cooperation of other social forces, formthe cloud operating way of open and public construction of public information educationresources, integrate existing library education information resources with the process of“practice—feedback—perfect—evaluation—practice” and pay attention tomanpower strategies of development of group snowball type and so on, so as toconstruct the co-construction and sharing mode of educational information resourceIn the end, this paper makes empirical research and case analysis according to themode and forms the co-construction and sharing theory of mainly relying on teachers’independent construction together with the auxiliary of other social forces andopen-source quality resources. Wish this study can do help to improve the quality ofeducation resources and promote education balanced development.
