In recent years, with the development of society and education, the teacher’s quality has aroused world wide attention. As an important part of the teacher quality guarantee system, the Teacher Qualification System concerns the quality of teacher professionalism. As the first country to implement Teacher Qualification System, the USA issued the act of Certificates for teachers in1825, with the birth of normal schools, the Teacher Qualification System has been standardized. Develop through200years, the Teacher Qualification System were also trended from immature to mature, gradually developed from relatively mature to a pluralistic competition system(competition and complementation of traditional authentication mechanism and External intermediary authentication mechanism).Processing with difficulties and diversities, which provides available experiences and lessons for perfecting our Teacher Qualification System.In the new period, as the new development of American Teacher Qualification System, meanwhile, the teacher certification system of American External intermediary authentication mechanism is the high tide of selective certificate program. The organization of the teacher certification system of American External intermediary authentication mechanism is ABCTE; it is an organization of nonprofit and nonpartisan, and it’s between the federal government and education function department, appeared with a standpoint of reverse tradition, the specialization and the antitrust, and represents the current trend of teachers’authentication. In addition, with a deep political background, ABCTE has gained strong endorsement from federal government. Especially in recent years, to get Get ABCTE teacher qualification authentication has become the premise condition of the job by many states in US, meanwhile, it also gets a further expanding of influence, encourages the competition and complementation of teacher certification system, and makes the system moving towards diversification. In a sense, the emergence and extending of ABCTE will be an enormous shock to American teachers’authentication system. Based on this, make a study of ABCTE could prove a new vision from the theory and the practice angle. First, this paper analyzed the background of the external and intermediary Teachers’ qualification authentication mechanism of US and elaborated its current status. Second, this paper has elaborated ABCTE’s authentication standards and process, including the types of certification exam mode, and plan etc. Then made an evaluation from teacher social approval and student’s learning and development, This paper propounds some opinions, including the analysis the effects and the existing problems. Finally, briefly introduced the current situation and problems of our teachers’ qualification authentication, based on the reflection of the external and intermediary teachers’ qualification authentication mechanism of US, then put forward some references to the improvement of our teachers’ qualification system.
