In 2002 promulgated the measures for the implementation of the teachers’ qualification system, marks the teachers’ qualification system in our country the establishment of the system of legal norms. National implementation of teachers qualification certificate system attracts the graduates of teachers in primary and secondary school teachers in this career in order to optimize the structure of the teachers and make the source of the primary and secondary school teachers team expandable. It also promotes the diversification of its source.At present, the teachers system of teachers qualification system in our country can not meet the needs of the teachers, especially the quality. Implementation of the process of teachers’ qualification system leads to a series of problems of the overall quality of teachers as a whole is not high. This is due to the current our country’s teacher qualification system of teachers’ qualifications and examination rules unreasonable, so the reform of the teachers’ qualification system is imperative.This article is based on the definition of teachers’ qualification and the students. For students to apply for teacher’s qualification makes rational thinking, this paper introduces the necessity of perfecting the teachers’ qualification, background and theory support, and combed the our country and abroad. After the development of teachers’ qualification in Yangzhou district as an example, the status quo of the non normal students applying for primary and secondary school teachers’ qualification is investigated. Respectively to the application for teacher’s qualification of the normal group, the object of teachers’ qualification, not the normal process as well as courses in education for the teachers and the several aspects were investigated. Through the investigation to find non normal students to apply for accreditation of teachers qualified teachers identified object is not fair, teacher qualification standards is not perfect wait for a problem. To solve the problems from teachers’ qualification confirmation system of related laws and regulations, supporting measures and non normal students training system has not yet formed the three aspects carries on the analysis to the reasons, and puts forward related can operation suggestions, to promote the teacher qualification system and the improvement of teachers’ professional development.
