SinceChina employed merit pay system in compulsory education school in January2009,they system has been applied in all schools now. The particularity and complexity ofeducation and teaching, however, result in many problems in the process ofimplementation: in respect of assessment objective, school management, instead ofteacher’s development, is valued; in regard to assessment contents, student’s examresults are mainly used for teacher’s performance assessment; in terms of assessmentmethods, attention is paid to quantitative assessment methods rather than qualitativeones.Starting with the status of teacher performance assessment, this paper points outthat as a result of tendency to managerialism and teacher’s loss of subject consciousness, many problems occur in the process of performance assessment, concerning the aspectsof assessment objectives, methods, contents, results, etc.On the basis of the reflection on the status of teacher performance assessment, this paper summarizes the relevant theories of performance assessment, as well asdescribes related domestic and overseas theories of performance assessment, educationevaluation, and so on.
