With the development of the basic education,a new round of curriculum reform "aims at fostering learners’basic knowledge, basic skills and methods for lifelong learning and lifelong development",which indicates that the focus of current education shifts from "learning" to "to learn" and improve learning power. Learn to learn is more important than knowledge in modern information-saturated society.The U.S. Department of Labor has indentified the ability of knowing how to learn as the most fundamental skill for twenty-first Century. The first step to help learners learn to learn, become lifelong learners, adpt the diverse background of learning and working is to improve learning power.Learning power exists in the individual,learners is the masters of their learning,and their learning power are boosted through constant leaning. Teaching and learning is the process of mutual promotion and dialectical unity,where there is teaching,there is learning. Teachers’ teaching is one of the factors which should not be neglected, because effective teaching strategies could promote students’learning, that is to say,it can improve learning power. But what kind of teaching strategies could boost learners’ learning power? It has taken many years for educationists and education researchers to explore this question,and they also put forward a lot of teaching methods and strategies,including mastery learning. Therefore, this paper attempts to explore the effective strategies to enhance learning power from the perspective of mastery learning.Based on mastery learning theory and learning power, and to make"what is learning power——how does it at present——how to improve it" as the main line,this article tries to explore effective strategies to promote learning power in the perspective of mastery learning.First of all,this article dissects the evolution process of learning power from its backgound,and defines learning power as a kind of "energy" stemming from learning,then attempts to explore the substance of learning process.With the help of learning engagement and output,it concludes that learning power is generated and promoted in learning process.Then according to the analysis above,factors which impact learners’learning power in learning process are used to design the questionnaire about the situation of learning power and investigation follows.This article illustrates learning situation of junior students and problems existed in teaching process though the analysis of survey data.Finally,this article explains mastery learning could improve learning power.It suggests the strategies to improve learning power of junior students should combined with the present situation of learning power,make target guidance, process intervention, learning evaluation as the main line, match needs with learners and make full use of technical tools to support learning.
