The female technical personnel in the public sectors are the important participants in the development of science and technology, because their participation can accelerate and consolidate the development of science and technology. Thus, the training of female technical personnel is a subject that should be attached great importance, and to study this subject has a very important significance in promoting the overall development of female technical personnel. This paper mainly studied on the development situation of female technical personnel in the public sectors in H province, analyzing their current situation and difficulty in working as well as their psychological states by adopting the on-site survey, interview and questionnaire, and then discussing the retardant situation of female technical personnel development in all public sectors. With all the cases, this paper also investigated the factors that hamper the female technical personnel development in the public sectors from the aspects of government policy, non-government organization and private citizen, and furthermore affirmed that they fall into career difficulty is also related to their own problems. Moreover, based on the outcome of discussion on the retardant situation and analysis of its causes, this paper applied a new governance method-governing by network to solve the retardance of female technical personnel development in the public sectors.In addition to the introduction, the full text is divided into four parts. The introduction part summarizes the study background and significance of this paper, the study situation of female technical personnel and governing by network, and the ideas, methods and innovations of study. PartⅠ focuses on the related concepts and theories in this paper, which lays the theoretical basis for the following study on issues; PartⅡ refers to the survey of the female technical personnel in the public sectors in H province, discussing the current situation of female technical personnel development in the public sectors; Part Ⅲ analyzes the factors that hamper the female technical personnel development in the public sectors from the aspects of government policy, non-government organization, private citizen and the female technical personnel themselves; Part Ⅳ applied the governing by network method to solve the retardance of female technical personnel development in the public sectors.There are several characteristics of this paper: first, the combination of quantification, demonstration and normative study relatively scientizes the text content of study, being persuasive; second, this paper aimed at studying women who work in the field of science and technology, which is relatively new for women studying. It not only plays a role in advancing the female technical personnel development but also significantly pushing forward women’s position in society; finally, governing by network is a new tentative solution against the difficulty of female technical personnel development.
