The emphasis of this reformation about personnel is to form a team of Professional and Technical Personals with high quality and socialization. so , the research in the development of the Professional and Technical Personals those in the public Institutions, and the countermeasure including the melioration of the primary team ,the reformation about the conventional management mode and the excitation for the potential of the person with ability , are signality for promoting the economy development of Professional and Technical Personnals and the comprehensive advancement of the society. in this paper ,the problems about the professional and Technical Personnel working in the public Institutions of Shapingba District are established in the researching of social economic facts of Shapingba District. Combined with the production on the development of Professional and Technical Personnel by domestic and overseas scholars, analyzing the Scientific demonstrations, consequently the measure with pertinence of developing Professional and Technical Personals in public Institutions of Shapingba District is put forwarded.The hereinafter conclusions have been forwarded in this paper by the ways and means including the literature analyses, the questionnaire investigation, visiting and comparing analyses etc:①There are five characters presented about the Professional and Technical Personals working in the public Institutions of Shapingba District : Professional and Technical Personals have taken the principal part of the public Institutions ; nonproductive talents have played the main part ; talents with the highly record of formal schooling are the chief part ; the configuration of talents'technical post is approaching the reasonable standard ; the wrinkly and the youth are the leading force.②Ccurrently the problems existent of the Professional and Technical Personals working in the public Institutions of Shapingba District : the rise of the amount of the Professional and Technical Personals are not on speaking terms with the economics development ; the allocation of the talents capital has not given prominence to the main battlefield of economics; it is a outstanding problem that the talents are with highly record of formal schooling but lowly qualifications an d record of service ; the time and the frequency of training aiming for the Professional and Technical Personals is lack ; the recessive talents losing is a serious problem.③The competent power gets highly praise by the Professional and Technical Personals working in the public Institutions of Shapingba District.④The holistic satisfaction of the Professional and Technical Personals working in the public Institutions of Shapingba District is low that it has not been the extent of quite satisfaction.⑤The requirement of the Professional and Technical Personals working in the public Institutions of Shapingba District is abroad. The need that is leaded by multi is exist. the factors that the fortunate family,the steadying job and the retirement with ensure are mostly important for Professional and Technical Personals. The Professional and Technical Personals require the developing need and the basic need.⑥The loyalty of the Professional and Technical Personals working in the public Institutions of Shapingba District has been approaching the high level. comparatively, there are five items get the highest score-----obeying the bylaws; working in real earnest and responsibly ; taking the hard work in hand forwardly; propagandizing the institution affirmatively on one's own initiative; keeping secrets for the institution; obeying the working arrangement by the leaders.⑦The main causations of the brain problem of that the Professional and Technical Personnel working in public Institutions of Shapingba District----the bad stability of the job ; the low economy treatment ; the lack of developing chance; the low-level leader ability and the difficulties without solved.⑧Professional and Technical Personals regard the leadership , cooperation , system and the proper promoting while comparatively not the opposite motivation, honor promoting and the working promoting.⑨In a certain extent there is difference in the training satisfaction, the characteristic of need , the loyalty and the loss to the Professional and Technical Personals working in public Institutions of Shapingba District with the differences in the sex , age ,postion and the title of a technical post .⑩Combining with the analyzing to the holistic facts of the Professional and Technical Personals working in public Institutions of Shapingba District and the research for the individual characteristic of the Professional and Technical Pe rsonals, the development countermeasure has been put forwarded by four aspects----strengthening the talents consciousness and the leading of organize , constructing the favorable development condition for the Professional and Technical Personals , reinforcing the building of the Professional and Technical Personals'ability, enhancing the construction of the young Professional and Technical Personals and developing the forward-looking research.
