In the knowledge and economy era of globalization, talent has become the first impetus of social development. Meanwhile, in half the proportion to the population, women have a dual role of inheritance breeding and promoting the development of economy and society. The development and utilization of them directly affect the harmony, stability, health and sustainable development of the whole society. Besides, it directly links to the future of the entire nation. Thus, how to achieve female human resource development and management effectively has become a hot issue which cannot be ignored and need to be researched.In recent years, Chaoyang develops quickly in economy and society. Especially the main economic indicators of growth rate rank high in Liaoning Province in2012.But in general, Chaoyang is a typical underdeveloped region. The existing scale and quality of the female personnel can not meet the developing requirements. The development and management of female personnel resources in Chaoyang relate to the revitalization and development of the whole region economic and social development. At the same time, the development and management of female personnel resources also has its particularity and necessity.The paper researches with the principle of the combination of theory with practice, uses the relevant literature of the development and management of personnel resources both at home and abroad, combines with the reality in Chaoyang and bases on the investigation data. This paper analysis the structure of resources, ecological system of female senior professional and technical personnel resources of Chaoyang and its role in economic and social development. Chaoyang has done some actions in development and management of female personnel resources in policy support, strengthen the female organization, care and love the female growth, etc. However, it still has problems, such as insufficiency in total amount, unbalancing structure and lack in the whole plan and incentive and guarantee mechanisms. The main causes are the traditional ideas, the level of economic development, the level of the development and management and the factors of women themselves. Then, using the reference of Zhongshan city and Foshan City, this paper designs the scheme and proposes the idea which should be followed. On the basis of the transformation of working mechanism, this paper uses Longcheng New District as an example to testify the feasibility.The fourth part is the focus part of this paper. According to the preliminary discussion, this paper puts forward corresponding suggestions for the development and management of female senior professional and technical personnel resources of Chaoyang in three aspects, the government, the society as well as women themselves. The government should vigorously improve the ecological environment for talent, thoroughly implement the fundame ntal nation policy of equality between men and women and increase the capital input for female talents, and care for the female’s health both in physical and emotional. At the social level, it should pay attention on the social public opinion, give full play to the non-governmental organizations. At the women themselves level, they should establish the concept of lifelong learning, form good accomplishment, keep the correct objective state of m ind and perfect the multiple roles. The research theory and the construction of this paper can provide some theoretical and practical basis for the development and management of fern ale Personnel of Chaoyang. At the same time, the development and management theory in this paper can be applied to the underdeveloped areas in China which have similarities with Chaoyang.
