Research On The Management System Reformation Of Research Universities Key Research Base

The key research base is an important part of the national and local scientific and technological innovation system, and the fundamental base of organizing high level fundamental researches, converting scientific and technological achievements, fascinating and developing outstanding scientists, as well as promoting high-level academic exchanges. Key research bases are being the nuclear part of research universities. The level and quantum of key research bases is taken as an important indicator for allocating resources among universities and within a university.The management mode to key research base is diversified in universities. When an appropriate management is selected, the key research base will play a positive role in the development of the university. However, the key research base will play a passive role in, or even hold back the development of the university. Through summarizing the development of key research bases in Lanzhou University, management modes and their function of the key research base were compared and analyzed in this paper. The author proposed an idea to separate managements of teaching bodies and researching bodies, namely decentralization. Under the idea of decentralization, management of researching bodies will be allocated to the key research base. Independent institutions will be constructed based on researching bodies within a research university. The authors insist that decentralization is no doubt a direction of the innovation in management of key research base.
