The Research On Higher Education Development And Reform Of Jilin Province In New Period

At the beginning of reform and opening-up, the government of Jilin Province made the policy of the same position of education as economic. In1977college entrance exam is restored. Higher education of Jilin Province has entered a new period of development. With the rapid economical development, the development of higher education was full of problems. Therefore, it’s imminent to In-depth study at the issues of development of higher education.This article comprehensively summarized the course of higher education and the necessity of higher education reform in Jilin Province, more detailed analysis of the achievements of higher education and problems existing in and the causes of it. It also gives some suggestion to further promote the development of higher education in Jilin Province. The text mainly expounded these aspects as follows.The first chapter gave an introduction on the background and problem of the research of the article, elaborated the objective and significance of the study.The second chapter discussed the progress and the necessity of Higher Education in new period. Firstly, the whole process of development course of higher education is divided into four stages:which is reform and exploration period (1978-1991), connotative development period (1992-1998), popularization development period (1999-2005), and modernization development period (2006-until now). Secondly, it discussed the necessity of strengthening the high education development. With the rapid economical development, sustainable development of education, the vitalization of the old northeastern industrial base, the increase in citizen’s quality, these issues had set new demand for higher education, which forced the reform of higher education must be processed.The third chapter systematically investigated and studied the achievement of higher education and the problem and its cause in the development process. In the new period, the higher education had made marked achievements. The gross entrance rate increased from9.8%in1998to31.6%in2008, higher education changed from elite education to mass instruction. Simultaneously the ranks of teachers has continually upgraded, there have been great advances the reform of the logistic system socialization in colleges and universities as well. Meanwhile at the same time, there are unavoidable issues in development, such as unreasonable investment system of higher education; the slowly course of internationalization; weakly improving the ability in training personals and so on.The forth part proposed own viewpoint on the issues in higher education development and provided a new plan and some action proposals. The main strategies about the issues in higher education development are:improving the investment system in colleges and universities; accelerating the pace of reform, advancing the internationalization process of higher education in an all-round way, defining personnel training orientation of modern higher education in Jilin Province. The first point illustrated how to rational develop the channels of diversified investment and perfect the investment system based on optimizing the use of resources and protecting educational resources. The second point referred to how to trend towards higher educational internationalization from three aspects, which is education system, communicational level and educational resources. The last point accomplished the question of Qian Xuesen, discoursed the way to satisfy the need for talented people through renewing view of training person with talent, innovative personnel training mode and creating favorite atmosphere for innovative talents training.In summary, higher education is the source power of the political, economic and cultural progress. With the rapid development of social and economical, higher education of Jilin Province should sum up the questions in the course of development, and implement the principles and policies of reform to suit the needs of the times better, and provide more high quality talents of creativity for the steady development of Jilin Province.
