Music, an art man created form the early time, is a language of no boundaries.Music education, as an important part of the aesthetic education, is very important forteenagers to shape their perfect personality. Since the adoption of reform and openingup policy in China, our nation’s education has been developed rapidly, and graduallymusic education is attached great importance as well. But its development is extremelyimbalanced in rural areas and cities. In the vast rural areas, music education is notencouraging. Now, though the whole society advocates quality education andcomprehensive development, music education still lags behind the requirements of thetimes, which is far from the strategy of our nation’s rejuvenating the country throughscience and education．This paper takes Yingkou Dashiqiao as an example, using musiceducation laws and regulations in this area since the reform and opening up, musicteaching and learning activities, music teacher team building, and extra-curricular musicactivities as the content. And it takes middle schools in Yingkou Dashiqiao as objects ofstudy, investigates Dashiqiao area and illustrates the main factors in the development ofmusic education in Dashiqiao to provide a reference for the educators in YingkouDashiqiao.In this way, the backward situation of music education in Dashiqiao area willbe improved and the development of music education will be healthier in this region.This paper first describes the development of music education in China afterthe reform and opening up，as well as the construction of school music educationregulations，Then it takes Yingkou Dashiqiao as an example.，from the changes in thebasic education in rural areas，the current state of music education and in the Dashiqiaoregion，to illustrate the development of rural secondary school music education.Inaddition it raises the issue of in Yingkou dashiqiao area music education after the reformand opening up，and proposes appropriate countermeasures for the problems，Finally, itreflects music education in Yingkou Dashiqiao，In a word，it is aimed to stress that thedevelopment of music education in rural areas is of great importance The developmentof the National Music Education，will be in vain without its development in rural areasnot to mention quality education，Education departments at all levels should increaseawareness of music education in rural areas.
