With the deepening of the new curriculum reform and the continued emphasis on human thought, teachers’ role has attracted more and more attention and teacher participation in school decision-making has become a subject of public concern in the school management reform. To better understand the situation of primary school teachers to participate in decision-making position in Lishi area in Lvliang city of Shanxi province, the study learns from previous studies, by reference to relevant information, prepares the questionnaire of primary school teachers’ participation in school decision-making and does the survey into138primary school teachers in urban and131rural primary school teachers. Findings are as follows:it is not very optimistic about the overall situation of urban and rural primary school teachers to participate in school decision-making. The expectant participation level of teachers in urban and rural areas is higher than the actual participation level. Among them, there are significant differences in the teaching expectations and the actual participation in the general between urban and rural, and the city is higher than rural areas. Seniority factors have no impact on urban teachers’ expectant participation in school decision-making, but have impact on teachers’ actual participation. Meanwhile, there are significant impacts on rural teachers’ expectant and actual participation in school decision-making; and there are significant differences between urban and rural areas. Academic factors have no significantly affected on the urban and rural primary school teachers’ expectant participate and actual participation. Specialist primary school teachers’ actual participation has differences between urban and rural areas. Title factors have no impact on urban teachers’ expectant participation in school decision-making, but have impact on teachers’ actual participation. Meanwhile, there are significant impacts on rural teachers’ expectant and actual participation in school decision-making; and there are significant differences between urban and rural areas.According to the survey results, this paper analysis the impact factors of teacher participation in decision-making from three aspects of basic information of teachers, school and social, and proposes the following measures:school principals change the role and enhance the awareness of teachers in decision-making; using incentives to stimulate teachers to participate in the awareness and enthusiasm; establish and improve the exchange mechanism of school principals and teachers, principals and heads of urban and rural; improve and implement the system of school teachers’participation in decision-making.
