University Emergency Warning Mechanism Research

In recent years, with the arrival of the social transitional period and the deepening ofthe higher education reformation, universities and society contact more and more closelyand therewith the emergencies in universities is increasing day by day. The emergenciesnot only affects the working and living orders of university， teachers and students，butalso damages the reputation of universities. Meanwhile，as an important part of socialdevelopment, the emergencies can also seriously affected the social security and stability.For this reason, from the view of constructing a harmonious society, aim at buildingstable and safe surroundings for education, all fields in the society and especially theuniversities should pay close attention to build a university emergencies early warningmechanism.This thesis is based on higher education reformation, lay emphasis on universityemergencies early warning mechanism researching, through collect, arrange, analysis andstudy the research achievement of both domestic and foreign experts and scholars. Thisthesis uses the literature research, case analysis, comparative analysis and other methods，researches into university emergency characteristics, incentives and types, then raise to areasonable building and improving the emergency early warning mechanism, and clarifyits achieving paths.Our research shows that building a reasonable university emergency early warningmechanism, the first way is to establish university emergency early warning organizationsystem; Secondly，we should set up a complete and effective information system;Thirdly，build an early warning consultation system which contains experts and somerelevant departments.；Finally，build a university emergencies investment guaranteesystem which includes financial human resources, social resources and informationresources. In addition, build an emergency plan to accord with the reality of universities，strengthen normality management and achieve the ends of maintaining the safety andstability of universities, promote the harmonious development of the society.
