School bullying means negative actions among students, in which older students bully younger students, stronger against weak or several against single ones. The specific type of school bullying include physical victimization, verbal insult, social exclusion and property destroy. School bullying is a sort of school violence characterized by three criteria:imbalance of power or strength, intentional harm-doing and repeatability of the aggressive behavior. School bullying has tremendous and lasting impact on involved students, and is a big problem in education. The problem of school bullying in China has become urgent and serious, a series of events came to the media and internet and aroused widespread social concern. However, at the same time, the study, prevention and intervention of school bullying in China is far lagged behind. A formal systematic interventional program is almost absent. School bullying is a prevalent, serious problem in United States too. But with nearly forty years of research and interventional action, they have made remarkable achievements in the prevention and control of school bullying, the prevalence of bullying in U.S. shows a falling trend. They have built a systematic and mature prevention system with full participation. Through the comparative analysis of the school bullying prevention work of China and America, the defects of bullying prevention system in our country is found and this author try to introduce effective practices of U.S. to the construction of Chinese school bullying prevention system.The author reviewed the current status and progress of researches on school bullying in aspects of phenomenon research, psychology sociology and interventional programs’ study, and clarified the connotation and extension of school bullying. The effects of bullying especially the short-term and long-term influence on victims and bullies are studied. The current situation and features of school bullying in these two countries are compared, as well as their prevention operations, to figure out the short-come of prevention and intervention of bullying in China. When it comes to the analysis of reason why school bullying happens, the author firstly study common reasons despite of cultural differences, then dig the specific reasons in different culture. Though the study of successful practice of U.S., a generally conceptual design to strengthen and improve our prevention and intervention operation is suggested. The key is the cooperation of academics, government and schools while academics can play the part by doing scientific research, government puts effort in building a law-ruled society and in school level, system of prevention and intervention should be built. The most critical thing is to build a system including early warning mechanism, emergency response mechanism, long-term mechanism, as well as multi-prolonged cooperate mechanism. Of those the emphasis are prevention, intervention and combination of them.
