Study On Development Strategy Optimization Of Xi’an Aeronautical Polytechnic Institute

Based on the development during "the Eleventh Five-year Plan", Xi’an Aeronautical Polytechnic Institute (XAPI) has become one of the National Model High Vocational Colleges and its school strength, quality of teaching, management, operating efficiency and radiation capability has been improved rapidly, especially in deepening educational reform, innovating talents training model. At the same time, it is facing significant external threats and internal problems requiring urgent solution. Therefore, XAPI should formulate a scientific planning and develop effective development strategy. The attribute determines the goal and mission of higher vocational education。The transformation and upgrading of the regional economy and the industrial structure will promote the development of higher vocational education greatly. Higher vocational education in China has entered a new stage of development.Higher vocational education institutions(HVEIs) should make sure their education purpose, handle well the relationship among scale, efficiency and quality.Only if HVEIs have a development strategy, construct a scientific and systematic developing strategy frame, work out feasible strategic targets and measures according to the scientific strategic thoughts, with the priority on cultivation of core competences, can they have competitive advantages, form remarkable operation characteristics and therefore guarantee their sustainable development. After analyzing the internal and external environmental factors that may affect even hinder the development of XAPI, this paper presents the advantages, disadvantages, external opportunities and challenges; puts forward some aspects on strategic development target based on some key problems in the development of XAPI; draws up a development strategy matching the features of XAPI and remarks the implement of the strategy lastly.
