| Based on the analysis of the time and space background and problems in the development of higher vocational education institutions (HVEI), this paper investigates the development strategy on which their healthy and sustainable development depends. The paper constructs a development strategy frame for HVEIs, putting forward the guiding principles to establish the developing strategy, strategic targets and strategic measures, in the expectation to provide a theoretic support for the sustainable development of HVEIs.Being a scientific and systematic job, the establishment of HVEI development strategy requires respect for the nature of education itself, three scientific development perspectives—comprehensive development, coordinating development and sustainable development, and integrating all the influences in implementing higher vocational education for the purpose of coordinating development of science, education and society. Due to the important role of HVEIs in pushing higher education to be popular to ordinary people, it needs to take into consideration the whole present and future situation so as to locate accurately the place and cultivate remarkable characteristics of HVEIs. So the HVEI development strategy has to be advanced, scientific and farsighted, and the premise of its feasibility is the appropriate application of three fundamental principles to working out the strategy: being farseeing, adaptable and systematic.The HVEIs' strategic targets, which are those likely to be achieved within a certain period, are determined according to the state education policies, HVEI developing strategies and the individual HVEI'S conditions. As one element of the strategy frame, they, in general, include efficiency target, condition target, investment target and level target. They should be advanced, scientific and feasible and form an organic system.To implement strategic goals, it is important to take appropriate strategic measures. This paper proposes four strategic development measures and focuses on the concept and elements of HVEI core competences, arguing that improving the core competences is the key strategic development measure that HVEIs should take. Core competences are embodied in the following: comprehensive qualities and personality of HVEI administrators, teachers' structure and qualities, new and advanced educational ideas, scientifically set up specialties and their construction, personnel training patterns characteristic of HVEI, and so on. HVEIs should strengthen the cultivation of core competences in specialty offer, teaching, education, equipment, faculty, course system and textbook construction, and the integration of teaching, research, industry and training as a whole, etc.HVIEs have to pay much attention to the influence of market on the operation of them and their development must be market oriented. They must make their market oriented choice of strategies according to scientifically predicting the trends of economy and society, weighing both the relationship among the internal factors and the relationship between the external environmental conditions and HVEIs themselves so that they can improve the role as a "supermarket of HVE"; They must set up their specialties, adjust the position training, establish vocational skill appraisal network and bring HVE into full play in non-academic certificate oriented education based on market orientation; They have to promote their sustainable development by applying both market laws and education laws; It is also proposed in this paper that through market orientation, HVEIs should advance science and technology, promote regional economic development, combine with modern enterprises, develop into an incubator and a source of radiation of knowledge-based industries, and train creative talents. As a result, while pushing the progress of economy, they accelerate the growth of themselves.
