2006, along with physical education and health curriculum standards (referred toas the "New Standard") in the full implementation of the secondary schools inQinghai Province and implementation of the physical education teachers welcome,but also aroused the concern of the community."New Standard" as a physicaleducation reform in the province has achieved significant results. However, in theimplementation process of the "New Standard", but also reveals some problems.At present, research on the "New Standard" is increasing year by year, the researchrelated to the essence, strategy, value orientation and other aspects of theimplementation of sports and health courses, however, the implementation of the mainsports and health courses (ie, physical education teachers) are rare. As we all know, aphysical education teacher as the main body of the implementation by sports andhealth courses, both restricting the smooth implementation of the "New Standard",also determine the ultimate effectiveness of the implementation of the new curriculum.In this study, literature, research methods of the interview, the questionnairemethod, mathematical statistical method, provincial key middle school in Xining city(district) within the City, focused on secondary schools and ordinary schools full-timephysical education teachers for the survey, around Xining City (District) High School"New Standard" status of implementation of the Teachers in the study. The contentanalysis of the Xining City (District) High School "New Standard" implementationstatus and teachers ’attitudes, teachers’ quality issues, curriculum resources, training,work issues, leadership and attention, and put forward corresponding countermeasuresand suggestions.In this study, starting from the physical education teachers, sports and healthcourses to the implementation of the teachers in the process to identify the mainfactors affecting the development of teachers’ general ability point of view toimplement the requirements of the training objectives of physical education teachersand training pathways, and from the course, while sort Jihuan primary and secondaryphysical education curriculum resources.Found that with the implementation and promotion of the "New Standard",Xining City (area) high school sports and the health of Current Teaching occurred in alarger change in the consciousness of leaders and teachers gradually increased,investment in the site and equipment increase the rate of the commencement of thesports and health courses has reached100%, the teaching methods of the physicaleducation teachers gradually toward the diversification of the mode of development,instructional design capacity than in the past has been enhanced, but also aware of theneed to improve their own quality, to expand their knowledge level. Xining City(District) High School "New Standard" implementation of the main problems in theprocess of performance in the implementation of the guidance:"New Standard" myown shortcomings, lack of local courses, the lack of venues and equipment, whichrestricts the development of new curriculum. Teachers in the main problem: the lackof understanding of the course, the negative attitude of the implementation of thecurriculum, the overall lack of professional quality, learning evaluation capacity is poor, weak decision-making capacity of curriculum content and curriculum resourcesdevelopment and utilization of education teaching and research capacity.weak, mentalhealth education capacity and social adaptation of educational capacity is relativelyweak, a poor sense of self-development.
