The document, Decisions to Promote and Reinforce Quality-oriented Education ofthe State Council in June1999, pointed out that health should be regarded as the mostprimary and physical education needs to be especially emphasized by schools. In thelight of this, Ministry of Education published Physical Education in the Full-timeCompulsory Education of Ordinary High School and Health Course Standards in July2001and Course Standard of Physical Education and Health in2005. They werepracticed all over the country. In the second book, five particular goals are set up toguide the teaching methods and contents, which include sports participation, sportsskills, physical health, psychological health and social adjustment. These fives goalsgive a vivid description of the three dimensional value of health in the course. And thebook could be defined as a breakthrough in all respects such as its contents, structure,evaluation systems and so on. It is designed for a better performance because thisbook requests all teachers to change the way they used to teach in the past andpositively set up their own original education concepts. So it is necessary to furtheranalyze its revolution status at present and predict its future for the completion of thisbook. It is also valuable to come up with some suggestions.This paper will offer some significant reference and advice that could ensure abetter and further performance of the textbook mentioned above by means ofanalyzing and commenting on the achievements got and existing problems during theimplementation process of this book in the middle schools of Xi District in Xining.And all these tasks are finished through research methodology such as literaturedocument, questionnaire survey, interview, mathematical statistics, logical analysisand so on. Below are some conclusions and suggestions in this paper.Conclusion:1. While the construction and proportion of teachers’ age are relatively reasonable,there still exists an unbalance of their genders as PE teachers. All of the teachers areawarded with a bachelor degree in physical education or relevant major and there islittle difference among their professional qualifications. 2. There are plenty of sports field and equipment to meet with students’ requirementfor exercising.3. Some problems do exist in the career training for PE teachers organized by Xining,such as some of the teachers have not comprehend and understand this book.4. Most schools would not arrange up to three PE classes every week for students andthey would even reduce the class hours, which are not to the standard.5. The majority of the teachers still intend to apply traditional teaching method whichleads to a simple form of teaching organization and focuses on traditional physicalproject. Only a few devote themselves to the revolution of this class exploration.6. Most teachers are able to assess their students from various aspects. But as for theteacher evaluation, neither their professional competence nor career morality isincluded.Suggestions:1. Schools should adjust the construction of their teaching teams and pay attention tothe introduction of talent.2. In order to cater for different requirements from students, schools shouldselectively build some sports places and purchase some equipment that appealing tostudents.3. Some relevant policies about how to organize the career training and improveteachers’ cognition of this book should be made by the education authorities becausethis will ensure a better performance of the book by offering teachers a correctunderstanding of the complexity of the course reform and further getting rid of theirconfusions.4. Education authorities and principles in schools should carry out the Advice ofEnhancing Physical Exercise for Youth and Build Their Bodies by the State Council ofChina immediately and attach importance to physical course so that class hours andquality of this course could be guaranteed.5. We are supposed to collect course resources from all of the schools and PE teachersin the city to build a physical education curriculum resource database for Xining.Meanwhile, schools are encouraged to persuade their own teachers to develop and useall kind of physical education resources so as to relive the pressure of structuralshortage.6. It is important to build and improve the management system of physical courseevaluation. Students should be valued from various aspects and when it comes to the content of teachers’ assessment, both professional competence and career moralityshould be considered.
