| 2001saw the kickoff of OCW by MIT, who announced that all of its course recordings and videos will be accessible freely via the Internet worldwide and thus launched the Campaign of Opening Educational Resources. Under the influence of OCW of MIT, this campaign, with the aim of sharing knowledge, has established itself in the past few years as a means to uplift justice of and involvement in higher education, to entitle learners to autonomous learning, and to carry out nationwide education. Now it has been in full swing and turned into a worldwide tide.In2003, the Ministry of Education started the nation’s High-quality Course program. As an important component of the Campaign, the program boasts its unique features in terms of resource construction, screening mode, copyright protection and financial support. Up to2010, China has formed its course construction and evaluation system at three levels, i.e. school, province and the state. In total,3910courses have reached the state level, over10thousand the provincial level, and an even larger number the school level. A large inventory of top quality courses is available on the Internet. YC University launched its course construction program in2006and now owns1,16and61courses at the state, provincial and school levels respectively.Apparently, the high-quality course program has achieved a great success in that it raises the quality consciousness of talent training, solidifies the position of instruction as the centre, upgrades teachers’ participation in course construction, expands educational resources. However, such problems as poor quality, stereotyped contents, low usage, slow progress and lack of influence have cropped up in the process and call for prompt action. The causes are many-faceted, one of which lies in the fact that the Ministry of Education considers course evaluation as the complete whole of quality control and hence neglects the rest. First-rate course programs demands excellent management. Therefore, it is of significance that a quality-oriented and staff-involved management system should be established to supervise and optimize each stage of the course construction and obtain the maximum profit at a minimum cost. Only in this way can high-quality courses deserve the name and meet the needs of students, parents and the society as a whole. In order to solve the problems in high-quality course construction of YC University, this thesis, based on the advanced quality control theory at home and abroad, proposes that comprehensive quality control should be introduced into course management. By analyzing the status quo of quality control, we intend to explore the law of application and operation in course quality control, assess the feasibility of applying comprehensive quality control into high-quality course management system and finally build a new and soundly-based system. Compared with traditional MBO, the newly-established management system for high-quality courses will guarantee course construction quality better. |
